The experiment on simplified issuance of licenses and permits, which is being conducted in Russia as part of the reform of licensing and permitting activities, will last until December 31, 2024, and the number of its participants will expand.

Resolution of the Government of the Russian Federation dated 19.06.2023 N 1002 “On Amendments to the Resolution of the Government of the Russian Federation dated July 30, 2021 N 1279” was signed by Mikhail Mishustin.

The solution will make it possible to work out the practice of issuing the maximum number of permits and licenses that can be issued electronically through a single portal of public services.

New participants in the experiment included the Ministry of Sport, the Ministry of Energy, the Ministry of Justice, the Federal Antimonopoly Service and Rosatom State Corporation. The total number of participants is now 43 federal authorities and 2 state corporations. Thus, by the end of this year, businesses will be able to obtain more than 400 types of permits on the portal of state services, and in 2024, amendments to the legislation will be made to consolidate the results of the experiment on a permanent basis.

The experiment on optimization and automation of processes in the field of permitting activities started in August 2021. Since then, entrepreneurs to obtain permits and licenses for which the participants of the experiment are responsible, it is enough to submit an electronic application on the portal of public services without having to scan and attach a large number of documents. The authorized body shall verify the information and the applicant’s compliance with the established requirements using departmental information systems. As a result, businesses receive permits without going through lengthy procedures and providing additional documents.

“The implementation of the experiment allows to remove administrative barriers for entrepreneurs to enter the market and reduce business costs,” – said Deputy Prime Minister – Head of the Government Office Dmitry Grigorenko.

He said the timeframe for issuing a license has been cut three times on average, from 45 to 15 working days, and other permits from 42 to 34 working days. The number of documents for obtaining a license decreased on average from 10 to 5, for obtaining other permits – from 8 to 6.

“The increase in demand for digital service testifies to the effectiveness of the experiment. Today, over 70% of applications for licenses are submitted electronically by businesses,” said Dmitry Grigorenko.

The signed document amended the Government Decree of July 30, 2021 N 1279.
